To meet the requirements of the National Environmental Policy Act (NEPA), a proposed project that has potential environmental impacts must be defined in terms of a need and a purpose. The defined need and purpose for this Project are:

Project Need: The Alamogordo region lacks a sustainable potable water supply. Existing regional water uses are over-dependent on surface water, which is vulnerable to drought.

Project Purpose: To provide the Alamogordo region with a sustainable potable water supply, within a reasonable timeframe, by bringing water from the Hueco-Tularosa aquifer to the areas of need, thereby reducing the dependence on surface water.

The Regional Map on the next page of this website shows the region that would be influenced if the Project is approved. The History Chart on the fourth page shows the steps that the City and other government agencies have taken since 1983 to attempt to assure an adequate supply of fresh water.
