
Programmatic Environmental Impact Statement for Flood Damage Reduction in the Lower Colorado River Basin

Overview:
SWCA partnered with the U.S. Army Corps of Engineers (USACE) Galveston and Fort Worth Districts and the Lower Colorado River Authority (LCRA) to prepare a programmatic environmental impact statement (PEIS) for flood damage reduction and ecosystem restoration of an 18,000-square mile area in the Lower Colorado River Basin of Texas.
Services Provided:
- Developed a Geographic Information Systems (GIS)-based data management system for the entire study area with limited field-verification
- Public and agency scoping and subsequent project status meetings with various stakeholders
- Complete PEIS
Results:
The PEIS developed by SWCA laid the groundwork for the rapid completion of future NEPA documents, making it easier to obtain project compliance. Additionally, the GIS-based data management system was designed to be continuously expanded as new data becomes available. This system saved the client both time and money because it allowed the USACE and the LCRA to go to one location for virtually all available information within the Lower Colorado River Basin.
