Chambers County Citizen Collection Sites Environmental Review

Overview:

SWCA conducted wetland determinations and threatened and endangered (T&E) species reviews on eight Citizens Collection Sites in Chambers County, Texas. The sites are being used for waste disposal by citizens of the County.  As required by recent regulation revisions, the Texas Commission on Environmental Quality (TCEQ) requires that the sites submit a professional determination that the permitted activities will not impact wetlands, “waters of the U.S.” or T&E  species. 

Services Provided:

  • Conducted site visits to visually assess the presence/absence, of three mandatory wetland parameters: hydrophytic vegetation, hydric soils and wetland hydrology
  • Determined if the continued authorization of waste disposal activities at the sites is likely to adversely affect protected species or their designated critical habitats

Results:

Based on a records review and onsite investigations, it was SWCA’s professional opinion that continuing authorization and operation of the Citizens Collection Sites will not impact wetlands, “waters of the U.S.” or threatened and endangered species. The results of SWCA’s findings were presented to the client and TCEQ in a concise letter report; TCEQ accepted the findings and the sites were permitted.
