
Environmental Impact Statement (EIS)
for the City of Alamogordo Regional Water Supply Project
Otero County, New Mexico
Overview:
SWCA was selected by the City of Alamogordo, the U.S. Bureau of Land Management, and the U.S. Bureau of Reclamation to prepare an Environmental Impact Statement (EIS) for the City’s municipal drinking water supply project. The project proposes to drill ten new ground water wells, construct a desalination plant to treat the water and construct associated water delivery pipelines.
Services Provided:
- Public involvement in rural communities
- Evaluated the environmental impacts of the project on the region’s hydrology and socio-economy
- Completed natural and cultural resource field surveys
- Managed the NEPA process
- Developed project alternatives
- Delivered a permit plan for facilities construction
Results:
SWCA staff conducted two public meetings, attended by over 200 stakeholders as well as collected field data and conducted thorough analysis to evaluate alternatives for locating well fields, treatment facilities and water delivery lines. Our ability to balance the client's needs with regulatory requirements has enabled SWCA to meet the City of Alamogordo’s water needs while addressing much of the public concern for new water resources development.
