
Summit/Westward Energy Facility Project

Overview:
Summit Power NW selected SWCA to provide wetland permitting and biological assessment services in support of the Summit/Westward Energy Facility project, which proposed to construct a gas-fired power plant on a 53-acre site near Clatskanie, in Columbia County, Oregon.
Services Provided:
- State and federal wetland permitting
- Wetland mitigation design
- Biological assessment for Columbian white-tailed deer and bald eagle
- Nest survey for bald eagle, osprey and herons
- Agency coordination with the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, Oregon Department of State Lands, and Oregon Department of Fish and Wildlife
Results:
SWCA obtained state and federal wetland fill permits and consulted with the U.S. Fish and Wildlife Service regarding the potential for project-related impacts to federally listed species including the Columbian white-tailed deer and bald eagle. The natural resources information prepared by SWCA was incorporated into the site certificate application to the Oregon Energy Facilities Siting Council. ©2006, SWCA Environmental Consultants.
