Socioeconomic Study for Black Mesa/Kayenta Life-of-Mine Permit Revision
Navajo Nation and Hopi Reservation, Arizona

Overview:

The Peabody Western Coal Company (PWCC) retained SWCA to conduct a socioeconomic study in support of a Life-of Mine Permit Revision application, submitted to the U.S. Office of Surface Mining Reclamation and Enforcement. The study addressed requirements in federal regulations that provide the framework for the permit revision application as it relates to socioeconomic analysis.

 

Services Provided:

  • Identified the existing socioeconomic baseline conditions related to the operation of the two mines
  • Analyzed the historic and current socioeconomic and cultural impacts (direct, indirect and induced) associated with the proposed permit revision to the local area and region
  • Identified the historic and current infrastructure and service needs and fiscal conditions and analyzed the impacts of the proposed permit revision on affected state, local, federal and tribal entities

 

Results:

SWCA conducted extensive research and worked with several federal, state and tribal agencies to prepare a final report that describes the economic, social and cultural impact of the mines on the Navajo and Hopi tribes, in particular, as well as the State of Arizona.
