Overview:
SWCA was retained by Power Engineers, Inc. to provide biological, cultural and paleontological resource services in support of an application by the Riverside Public Utilities to the California Energy Commission for the proposed Riverside Energy Resource Center in the city of Riverside.

Results:
The services provided by SWCA ensured that impacts to biological resources were mitigated to a less than significant level. To ensure that the breeding activities of least Bell's vireo (bellii pusillus) were not impacted by the project, SWCA recommended that construction be avoided in a portion of the project site, located within 500 feet of the bird’s breeding habitat. The project was determined to impact burrowing owl habitat; therefore, SWCA provided an on-site mitigation area for burrowing owl habitat, including the installation of artificial burrows and the development of a revegetation plan to augment the burrowing owl habitat.
