Executive Summary
EPA published a final rule on May 26, 2026, under the Technology Transitions provisions of the American Innovation and Manufacturing Act, extending compliance deadlines for hydrofluorocarbon refrigerant restrictions in several commercial and industrial sectors. The biggest extensions go to supermarket refrigeration and cold storage warehouses, now pushed to January 1, 2032. Semiconductor manufacturing gets a deadline of January 1, 2030, for certain chillers and industrial process equipment. Residential and light commercial AC systems using equipment manufactured or imported before January 1, 2025, have no installation deadline under the final rule. The rule saves an estimated $976 million in engineering costs, primarily in the food retail sector. The critical qualifier: the underlying HFC production phasedown under the AIM Act continues on its original schedule, which means refrigerant availability will tighten and prices will rise even as installation deadlines extend. Effective date is July 27, 2026.
