SWCA assisted Clenera Renewable Energy in developing the Gemstone Solar Energy Project in Cass County, Michigan. SWCA conducted a biological resources survey and agency coordination to assess potential impacts on threatened and endangered species. Additionally, SWCA performed a wetland delineation survey, identifying and documenting jurisdictional waters in accordance with USACE and EGLE guidelines. This involved reviewing publicly available data, conducting field surveys to delineate wetlands and other waters, and preparing detailed maps and reports for client planning and regulatory submittal. SWCA also completed a Phase I Environmental Site Assessment (ESA) to identify Recognized Environmental Conditions (RECs), a cultural resources desktop review to document archaeological and historic resources, and prepared an unanticipated discoveries plan to manage potential archaeological finds during construction. Furthermore, SWCA developed visual renderings for public presentation, depicting the project’s appearance at installation and 10 years post-installation
Hailey is a natural resources team lead and wetland specialist with natural resources consulting expertise in permitting, agency coordination, leading wetland delineations; writing technical reports; and preparing Section 401, 404, and related permit applications at the county, state, and federal levels to ensure compliance. She has demonstrated her expertise on multiple projects in the Midwest, where she has coordinated and conducted wetland delineations, habitat assessment surveys, agency meetings, and permitting efforts for proposed projects. Hailey regularly coordinates with the U.S. Army Corps of Engineers, EGLE, Michigan Department of Natural Resources, the U.S. Fish and Wildlife Service, various soil and water conservation districts, and other state and local agencies.
