Jacksonville Export Facility
SWCA assisted Eagle LNG with obtaining all final permits and approvals to obtain a notice to proceed construction from FERC.

Eagle LNG proposed the development of a liquefied natural gas (LNG) production and export facility on the St. Johns River in Jacksonville, Florida. The facility was designed to receive domestically produced natural gas, liquefy it into LNG, temporarily store the LNG, and load it onto marine vessels for export or domestic marine bunkering, as well as into trucks for regional distribution to markets across Florida and the U.S. Southeast.
The Jacksonville Export Project was envisioned to address growing LNG demand in the Caribbean, U.S. vehicular fuel, and marine bunkering markets. The design included three LNG trains each capable of producing 550,000 USG/day of LNG from approximately 44 MMscf/day of natural gas along with one full-containment LNG storage tank, a marine load-out facility and dock for small to mid-sized LNG carriers, and truck loading facilities for LNG and heavy hydrocarbons.
SWCA supported Eagle LNG throughout the planning and permitting process, completing wetland and cultural resource surveys, threatened and endangered species surveys and relocations, and obtaining all required federal, state, and local environmental permits. SWCA also assisted with preparation and filing of the FERC application, led coordination with federal and state agencies, and supported Eagle LNG through the receipt of the FERC Certificate and Notice to Proceed authorizations.
This comprehensive permitting effort positioned the project for construction readiness and regulatory compliance in alignment with FERC and state requirements.

Known for her relationship-driven approach, Stephanie works closely with clients, industry partners, and internal teams to identify growth opportunities and deliver value throughout the project lifecycle. Her technical background spans NEPA compliance, FERC licensing, Section 404 permitting, protected species consultations, and biological field studies. She has successfully managed multidisciplinary teams and complex permitting efforts across a wide range of industries, including renewables, natural gas transmission, water resources, and private development.
