SWCA, in strategic partnership with Maui Electric, is leading the development of a robust Habitat Conservation Plan (HCP) to secure both federal and state authorizations for incidental seabird take resulting from utility infrastructure on Maui. This initiative demonstrates our unwavering commitment to regulatory compliance, ecological stewardship, and scientific excellence.
SWCA is spearheading the design and implementation of a comprehensive, defensible data collection strategy, leveraging advanced technologies and rigorous methodologies to accurately quantify seabird impacts. Our team is delivering precise estimates of incidental take, underpinned by innovative survey techniques—including radar, acoustic monitoring, and canine- and drone-assisted searches—to ensure the highest standards of reliability.
We are developing targeted, species-specific conservation measures that not only minimize and offset the impacts of utility-related seabird collisions but also contribute to the long-term resilience of Maui’s native avifauna. Through the preparation of a scientifically sound HCP and the facilitation of the ITP/ITL permitting process, SWCA is driving positive outcomes for both our client and the environment.
A cornerstone of this project is the establishment of a rigorous long-term monitoring and adaptive management program, designed to address uncertainty and continuously improve conservation effectiveness. Amanda Ehrenkrantz is the Pacific Islands Office Director and a wildlife ecologist with experience conducting a wide range of field protocols, as well as writing National Environmental Policy Act (NEPA)- and Endangered Species Act (ESA)-compliant documents and technical reports. She has authored Biological Assessments (BAs) and Habitat Conservation Plans (HCPs) for a range of project types and covered activities. In the field, she is proficient at leading and conducting habitat assessments and surveys for bats, big game, small mammals, prairie dogs, and raptors, including threatened, endangered, and sensitive wildlife species. Ms. Ehrenkrantz has worked on a range of project types, including energy development (wind, solar, coal, oil, and gas), transmission, large- and small-scale housing development, airports, and roads.
