The role is a regular (with benefits) full-time, salaried position with the flexibility of a hybrid work schedule or distributed (remote) within the US. Candidates local to the Gulf Coast or Southeast US areas are preferred.

What you will accomplish

• Lead and oversee the environmental review process for all HUD-assisted disaster recovery and resilience projects, ensuring compliance with the National Environmental Policy Act (NEPA) and related federal, state, and local environmental laws and regulations.
• Serve as the primary point of contact and subject matter expert for all environmental compliance issues related to HUD-funded disaster resilience activities, providing guidance and technical assistance to staff, subrecipients, and partners.
• Develop and implement policies and procedures for ensuring environmental compliance in disaster recovery and resilience programs, incorporating best practices and adapting to evolving regulatory requirements.
• Conduct risk assessments and vulnerability analyses to identify environmental hazards that may impact HUD-assisted projects and develop mitigation strategies to enhance community resilience.
• Collaborate with internal and external stakeholders, including HUD's Office of Environment and Energy (OEE), other federal agencies (e.g., FEMA), state and local governments, and non-profit organizations, to ensure coordinated and effective environmental review and compliance efforts.
• Manage the preparation and maintenance of Environmental Review Records (ERRs) for HUD-assisted projects, ensuring that all required documentation is accurately completed and available for public review.
• Ensure that projects meet HUD-specific environmental requirements, such as those outlined in 24 CFR Part 51, and incorporate environmentally sound practices, including green building standards and flood hazard mitigation measures.
• Monitor project activities and environmental conditions to ensure ongoing compliance with environmental review requirements and mitigation measures, taking corrective action as needed.
• Oversee training and capacity building efforts for staff and subrecipients on environmental review and compliance procedures, fostering a culture of environmental stewardship.
• Stay abreast of current regulations, policies, and best practices related to HUD environmental review, disaster recovery, and climate resilience, and advise on necessary program adjustments.
• Ensure that all project activities, including those conducted by subrecipients and partners, comply with applicable environmental requirements, providing technical assistance and monitoring performance. 
• Work collaboratively with various teams to meet the needs of the assigned projects.
• Ensure solid program procedures and processes resulting in technical excellence on assigned projects.
• Schedule and assign tasks and staff to make sure project resources are allocated appropriately.
• Prepare technical documents and high-quality deliverables for clients.
• Manage projects including budgets and technical staff.
• Serve as an ambassador for SWCA’s Safety Culture and implementation

Experience and qualifications for success

Minimum qualifications:

• Bachelor’s degree in Environmental Science, Historic Preservation, Archaeology, or a related field.
• Ten (10) years of regulatory experience with HUD or comparable federal grant programs.
• Experience working with agencies at the local, state, and/or federal levels.
• Proven experience in managing the environmental review process for HUD-funded projects, particularly in the context of disaster recovery and resilience.
• Thorough knowledge of the National Environmental Policy Act (NEPA) and related federal environmental laws and regulations.
• Familiarity with HUD-specific environmental requirements and procedures, including those outlined in 24 CFR Part 58 and 24 CFR Part 51.
• Experience in conducting environmental assessments, preparing Environmental Review Records (ERRs), and facilitating public participation in the environmental review process.
• Prior experience managing and mentoring staff.

Knowledge, Skills and Abilities:

• Ability to work effectively with diverse stakeholders, including government agencies, community organizations, and the public.
• Strong leadership, project management, and problem-solving skills.
• Excellent written and verbal communication skills.
• Experience with Microsoft Office suite (Word, Excel, Outlook) and Adobe Acrobat.

An employee in this US-based position can expect an annual salary of $140,026.00 - $197,309.00. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law.  Regular-status employees are also eligible for performance bonuses.
