Davy serves as the Senior Office Director for our Florida Offices (Pensacola, Jacksonville, Tampa, and Gainesville) and leads a team of over 70 scientists, planners, and engineers providing consulting services to our clients. He brings 25 years of environmental consulting experience spanning many sectors such as oil & gas, generation, transmission, disaster recovery, and state & local projects. As a subject matter expert in energy development projects, he routinely provides support in project management, siting, design, environmental permitting, and construction compliance for our power & energy clients in the southeastern U.S.
Stephanie Hudgins is Senior Vice President of Client Services at SWCA Environmental Consultants, where she leads the firm’s nationwide client strategy. In this role, she focuses on expanding SWCA’s portfolio and strengthening client relationships across the private and public sectors, connecting strategy, delivery, and technical expertise to support successful project outcomes.
With more than 24 years of experience in environmental consulting, Stephanie brings deep expertise in client development, regulatory strategy, and large-scale infrastructure projects. She partners closely with clients and internal leaders to align business objectives with operational excellence, helping organizations navigate increasing environmental and regulatory complexity with confidence.
Stephanie is a trusted partner to corporate and utility clients navigating evolving regulatory landscapes. Her focus on execution, responsiveness, and collaboration ensures that clients receive thoughtful, strategic support from planning through construction.
Matt’s expertise includes working on small to multi-billion-dollar alternative delivery projects, focusing on building environmental compliance management teams, developing integrated environmental management plans and implementation throughout the project’s lifecycle. Matt also has in-depth experience in environmental permitting, natural resource field surveys, and NEPA document compliance.
Nathan is the senior office director for SWCA’s Raleigh–Durham, North Carolina office, where he provides strategic leadership across programs, departments, and business lines. He supports organizational alignment, fosters collaboration across functional teams, and helps advance SWCA’s regional and company-wide priorities.
Nathan brings more than 23 years of consulting and business development experience supporting energy, utility, and land development clients as they navigate complex environmental regulations. His technical expertise spans wetland delineation; Sections 401 and 404 permitting; mitigation planning; ecological monitoring; biological and botanical surveys; stream assessments; Chesapeake Bay Preservation Act compliance; and erosion and sediment control.
Brent Handley is a registered professional archaeologist with 31 years of experience in academic research and cultural resource management projects. He is the Cultural Resource Director for the SWCA Southeast Subregion and supervises all phases of cultural resource assessment, including logistical organization, daily field operations, primary and background research, artifact analysis, writing final reports, business development, people development, and financial performance. Previous cultural resource management projects have included cultural resource assessment surveys (CRASs), pipeline and transmission line testing, monitoring, test excavations, block excavations, aboveground historic surveys, remote sensing, and predictive modeling. These surveys have been completed throughout the southeastern United States for the Department of Veterans Affairs; U.S. Coast Guard; U.S. Army Corps of Engineers (USACE); U.S. Navy; Army National Guard; National Park Service; U.S. Department of Agriculture (including the U.S. Forest Service and Natural Resources Conservation Service); U.S. Department of Transportation; local, county, and state agencies; private companies; telecommunication companies; and public utility companies.
David has 29 years of experience specializing in water supply planning, sustainable yield evaluations, water use, and hydrogeologic investigations. He manages projects including mine water balance modeling, water quality evaluations, and new water supplies.
