SWCA provided visual simulation services for the Three Rivers Overhead Structure Project, supporting Arizona Public Service (APS) in coordination with the City of Goodyear. The project involved the construction and operation of a 230/69kV overhead transmission line along the southern boundary of the Goodyear Police Operations Facility.
To assist project stakeholders in understanding the potential visual impacts, SWCA developed photorealistic visual simulations from up to five key observation points (KOPs) identified within the Police Operations Facility. These locations were chosen to reflect sensitive viewing areas, including recreation spaces and primary circulation routes.
Our team conducted field visits to capture high-quality site photographs and document existing conditions. Using advanced 3D modeling and simulation software, we integrated project design data, site plans, and landscape improvements to create accurate before-and-after visualizations. Realistic materials, textures, and lighting conditions were applied to ensure the simulations closely reflected how the completed project would appear from each KOP.
The final deliverables included two detailed visual simulations representing both existing and post-construction conditions. These electronic deliverables supported APS’s coordination efforts with the City of Goodyear, helping to facilitate clear communication and informed decision-making regarding the project’s visual presence.
