Arizona Interconnection Project 345kV Line Data Recovery
SWCA completed efforts for a National Historic Preservation Act compliance study in support of EPE’s AIP 345-kV and Access Road Cultural Resources Project.

SWCA implemented cultural resource mitigation measures in accordance with the Historic Properties Treatment Plan (HPTP) and Memorandum of Agreement (MOA) for the AIP 345-kV transmission line and access roads, which traverses through 212 miles of lands managed by the BLM, USFS, SLO, and private owners in Catron, Socorro, Sierra, and Luna Counties, New Mexico. SWCA performed archaeological testing and data recovery activities at 23 sites, spread across a wide geographic area and range of environmental settings. Cultural resources encountered and treated during this project included prehistoric sites ranging from early Archaic artifact scatters to Formative period habitation sites, as well as a crossing of the historic Butterfield Trail and recent historic homestead properties.
Subsequent to the data recovery, SWCA conducted archaeological monitoring at 11 sites along the AIP line during road maintenance activities on BLM and USFS lands. Mitigation was primarily associated with El Paso Electric’s (EPE) amended right-of-way grants for permanent access roads to and along the existing line for maintenance and operations.
