Our team provides environmental services and in-depth knowledge of federal, state, and local environmental regulations for conventional and unconventional oil & gas projects from the conceptual design and planning stages through construction, inspection and compliance, operations, reclamation and restoration, and closeout.
With experience in the major shale play regions—Bakken, Haynesville, Eagle Ford, Permian, Marcellus/Utica, Niobrara, Monterey, and the Scoop/Stack areas of Oklahoma—we understand the constraints clients face with permitting timelines and the impacts of permitting conditions on project constructability. We work with clients to meet overall project construction and in-service schedules. SWCA can mobilize our technical experts to widely dispersed locales, under strenuous schedules and unfavorable weather conditions, to keep projects on track during preconstruction, construction and post construction phases. We provide a seasoned construction compliance team who understands the processes and dynamics of construction sites, and approaches workflow, schedule, and safety as integrated priorities that we consider from our earliest project engagement. Our technical team supports tracking and reporting tools that provide real-time data and reports, ensuring that all required project trainings and surveys are performed, tracked, and reported on schedule. Our compliance managers attend regular construction meetings and provide timely communications to project personnel and team members. Navigating the complexities of the FERC permitting and compliance processes can be daunting, but SWCA has the expertise to guide projects to success. From routing assistance and permitting to compliance management during and post construction, our team ensures efficient and effective project execution.
With extensive experience in both traditional and FERC pre-filing application processes, we specialize in developing projects that address resource issues early, streamlining approvals and minimizing delays. Our team works directly with FERC and other regulatory agencies to prepare Environmental Assessments (EAs) and Environmental Impact Statements (EISs) in compliance with the National Environmental Policy Act (NEPA). Additionally, we conduct technical analyses and compliance inspections for pipeline construction projects of all sizes across the U.S.

Scott has extensive experience permitting energy projects across the U.S. and managing and completing EAs and EISs in compliance with NEPA. He specializes in managing large multi-disciplinary teams for siting, analysis, permitting, and construction of large projects.
Rachel has 19 years of environmental management and consulting experience, with a focus on NEPA compliance for energy projects, specifically FERC-regulated natural gas projects from early planning and routing to project completion.
Michelle has more than 20 years of experience in construction and operations compliance management, NEPA document preparation, and stormwater monitoring services. She specializes in permit compliance and coordination of inspection services for linear projects.
Damon leads clients through the development process of energy projects, with a focus on large-scale renewable energy, utility ROWs, and navigating key siting and permitting issues from prospecting through construction and restoration.
Ms. Riley has over 39+ years of experience managing projects and preparing EISs, EAs, wetland and habitat assessments, FERC environmental reports, and state/federal permit applications. She evaluates infrastructure and development projects for environmental concerns and regulatory requirements, and guides clients through the approval process. Ms. Riley provides pre-project planning and route optimization advice and facilitates project and regulatory meetings. She has hands-on experience performing field studies, habitat assessments, and endangered species surveys; conducting critical issue evaluations; delineating and monitoring tidal and non-tidal wetlands; preparing plans for the creation, enhancement, and preservation of wetland and terrestrial habitats; and evaluating alternative alignments for environmental constraints.
Russell has more than 25 years of experience in environmental regulations compliance for federal, state, and local laws with an understanding of the nuances of FERC regulations and NEPA, CWA, and ESA compliance.
Dana Edgell has more than 13 years of experience in the fields of biology, environmental science, and environmental management, specializing in construction compliance, preparation of FERC filings, NEPA documents including EISs and EAs, and federal, state, and local environmental permitting for oil and gas pipelines, gas storage facilities, LNG terminals, other linear projects, and federal government projects. Additionally, Dana has experience with wetland delineations, biological surveys, Biological Assessments (BAs), Health and Safety Plans (HASPs), and Best Management Plans (BMPs). Dana brings to each project a solid background in environmental management, operations and logistics, is proficient at conducting in-depth research, analyses, developing targeted plans, and delivering solutions within budgets and timelines. Additionally, she has been involved with evaluating the environmental impact of numerous energy operations including midstream developments.
