SWCA supported Enable Midstream Partners in the development of the Gulf Run Pipeline Project, a 134-mile-long, 42-inch-diameter interstate natural gas pipeline in Louisiana, along with modifications to an existing interstate pipeline in Texas and Louisiana, both regulated by FERC. SWCA managed and conducted all environmental permitting efforts, including preparation and submittal of the FERC 7(c) application, pre-filing coordination, resource report development, agency and Tribal outreach, and responding to FERC information requests and public comments.
SWCA led comprehensive natural and cultural resources surveys, including wetland and waterbody delineations, threatened and endangered species habitat surveys, archaeological and architectural history surveys, land use assessments, and air quality and noise modeling and permitting. The team supported all state and federal permitting efforts and agency consultations, ensuring regulatory compliance throughout the permitting-to-construction transition.
During construction, SWCA provided environmental inspection and compliance management, including permit condition tracking, Fulcrum reporting, variance processing, coordination with FERC and third-party monitors, and postconstruction restoration and monitoring of the ROW and other disturbed areas to ensure all regulatory obligations were met.
Scott has extensive experience permitting energy projects across the U.S. and managing and completing EAs and EISs in compliance with NEPA. He specializes in managing large multi-disciplinary teams for siting, analysis, permitting, and construction of large projects.
Michelle has more than 20 years of experience in construction and operations compliance management, NEPA document preparation, and stormwater monitoring services. She specializes in permit compliance and coordination of inspection services for linear projects.
Dana Edgell has more than 13 years of experience in the fields of biology, environmental science, and environmental management, specializing in construction compliance, preparation of FERC filings, NEPA documents including EISs and EAs, and federal, state, and local environmental permitting for oil and gas pipelines, gas storage facilities, LNG terminals, other linear projects, and federal government projects. Additionally, Dana has experience with wetland delineations, biological surveys, Biological Assessments (BAs), Health and Safety Plans (HASPs), and Best Management Plans (BMPs). Dana brings to each project a solid background in environmental management, operations and logistics, is proficient at conducting in-depth research, analyses, developing targeted plans, and delivering solutions within budgets and timelines. Additionally, she has been involved with evaluating the environmental impact of numerous energy operations including midstream developments.
