Lillis Urban Joins SWCA as Senior Planning Technical Director

Lillis Urban has joined SWCA as Senior Planning Technical Director. In this role, Lillis will collaborate across SWCA to advance our environmental planning strategy, strengthen technical capabilities, develop future leaders, and drive growth across offices, clients, and business lines.

Lillis brings more than 20 years of experience in environmental compliance, National Environmental Policy Act (NEPA) leadership, and planning across federal, state, municipal, academic, and private-sector settings. Her background spans the U.S. Forest Service, Bureau of Land Management, National Park Service, state agencies, municipal government, and private consulting.

Lillis has led and supported complex, multi-jurisdictional projects and is recognized for her thoughtful leadership, collaborative approach, and ability to navigate planning and environmental compliance processes with diverse stakeholders.

Lillis holds a Ph.D. in Biology, with a focus on plant ecology and systematics.
